Zoning Overlays
Boundaries of Philadelphia's zoning overlay districts, enacted 15 December 2011 and effective 22 August 2012. An overlay adds rules on top of the base district beneath it, so a parcel can sit under several at once.
195 polygons split into three kinds: 165 Overlay Districts, 25 Supplemental Controls, and 5 Wissahickon Watershed Impervious Coverage Restrictions. Each row names the overlay and cites the section of the zoning code that created it, with code_section_link pointing at the text.
Read overlays together with zoning_basedistricts. See AGENTS.md for a spatial join that finds every rule applying to a point.

Overlays intersect one another by design, so the polygons are not a partition of the city. Counting overlay area without dissolving will double-count.
