Sample Raster COG

A small 3-band Cloud Optimized GeoTIFF used to exercise the raster path end to end. portolan add optimizes it to a COG and computes the per-band statistics (minimum, maximum, mean, standard deviation) the spec requires. From the rasterio test fixtures (RGB.byte.tif), a ~1.7 MB 3-band raster in UTM zone 18N (EPSG:32618), BSD-3-Clause. Its CRS resolves to a real EPSG authority code, unlike a synthetic/unnamed projection.
