The image shows parcel density over all 250,074 rows, binned from the bbox covering column. The bright southern coast is Canelones and Montevideo's rural fringe, where parcels are small and numerous. It is an overview of where the parcels are, not a rendering of their boundaries.
One GeoParquet 1.1 file, EPSG:4326, ZSTD, 6 row groups, a bbox covering column, 147,369,120 bytes.
Parcels by department, over all rows: Canelones 41,650, Rocha 20,458, Maldonado 18,598, Colonia 17,177, Lavalleja 16,462, and the rest.

nationally and inside a department. Deduplicate before you count, and do not
use it as a primary key in a join.

The dataset declares
Licencia de Datos Abiertos — Uruguay, version 0.1,
recorded on the portal as odc-uy. That identifier is local to the portal. It
is not an Open Data Commons licence and it is not on the SPDX list, so
the collection declares other and links the licence text.
The licence permits commercial and non-commercial use, reproduction, distribution, publication, adaptation and transformation, and merging with other data. Its condition is the Nota de Origen: name the provider, cite "Licencia de Datos Abiertos – Uruguay", cite the dataset used, and state any modification. This catalog's modification is the reprojection to EPSG:4326 and the rewrite as GeoParquet.
CC-BY-4.0 is the closest analogue, but it is an analogue and not the licence.
