This is a meta-collection: each member below is an independent dataset with its
own source, license, and STAC sub-collection (and its own README.md). The
bucket-level license is therefore various — see each member for its actual
license.

The source-layer is the last path segment of the dataset name — flood-hazard for
the FEMA layer, sea-level-rise for the NOAA layer.
For per-feature attributes that are repeated across the hex cells a feature covers, dedup on the feature id before summing; for area, derive it from the H3 footprint (see the catalog h3-guide) rather than summing a per-feature area column.
